Iowa Capitol Prayer 3-24-26

1. Anti-foreign law bill (HF2695) – This bill made it through the funnel!  It passed committee last week and now needs to get to the Senate floor for a vote.  Answered prayer - keep praying!

2. Black market abortion pill bill (HF2563) – this bill, that was stalled in the House, was referred to the Appropriations committee last week.    It did not come out of the Senate funnel, and it needs to pass in the House.

3. Parents right to raise a child according to their biological sex bill (HF2557, HSB669) – Keep praying – the next step for this is a vote on the Senate floor.

4. Age verification bill (SF443) – pray this law makes it to the floor in the Senate.  It is hung up in a deal making crisis, for lack of a better description.

5. Pray for the Senate – we again spent a considerable amount of time praying for the Senate on Tuesday.  Continue to pray for God’s plans and purposes to move in the Senate, not man’s.  For mighty encounters with Jesus for those who don’t know Him, His love to overcome them, as well as His conviction where needed to follow God’s Biblical principles.  We are looking with expectation to what God is going to do!

6. Age appropriate policies for books for minors in libraries (HF 2622) – This bill did not make it through the funnel..  It will have to be attached to a budget bill or legislators will need to get creative with it. 

Bill reforming the emergency powers of the Governor (HF2694) – This bill passed the house with a supermajority early in this years session.   it has been amended by the State Senate's State Government Committee to basically make the last year's budget (or portion of it) automatically continue if legislators do not pass a new one. This sounds good on the surface, but it is actually intended to hamstring individual Legislator's strongest leverage. The State Legislature has never failed in its constitutional duty to pass a budget in anyone's memory, and only 4 states have parallel laws. This is an attempt to remove one of the best tools that conservative legislators have used at least 3 times in the past decade or so to force votes on important issues. Remember, the reason many good bills fail is not lack of support from the legislature - it is Leadership deciding not to bring them up for a vote (often so that RINOs are not embarrassed). 

For example:

1. Around 2013, Rep. Tedd Gassman and 4 others refused to pass the budget until Iowa's current Homeschooling Law, including the very valuable option of IPI, was brought to the floor (It passed and governs homeschooling in IA to this day!)

2. In 2018, Sen. Dennis Guth, Jim Carlin, and others refused to pass the budget until the Heartbeat Bill was brought to the floor (it passed and was repassed more recently after being struck down in court).

3. Last year, 12 State Senators known as the "Dauntless Dozen" refused to pass the budget until HF639, a bill to protect landowners from the CO2 pipeline was brought to the floor (It passed the Senate but was vetoed by Gov. Reynolds). 

It's obvious we don't have a problem with getting budgets passed - no one can remember a time when we didn't get it done. But Senate Leadership apparently has a problem with Conservatives forcing votes on issues that matter to Iowans (and had majority support!)We need HF2694, EXACTLY as passed by the House, to pass the Senate - so that Iowan's rights are protected from "emergency" powers abuse. That means that amendment added in committee must be either ruled/voted "non-germane" (Which means it has nothing to do with the topic - why is a bill with emergency powers suddenly becoming a vehicle for a totally unrelated regulation on budgets?) or removed by the full Senate when it is brought to the Senate Floor. 


Please contact your Senator (and all Senators) and emphasize that they need to get HF2694 passed the Senate EXACTLY as passed by the House - either by voting the budget amendment as not germane (it is not!) or by voting to remove it on the Senate Floor. This may be our last chance to reform the Governor's emergency powers if we get the wrong outcome in November, and they need to take action. Unless the amendment is removed and the bill passes as passed by the House, it is unlikely to pass at all.

National and International

1. SAVE Act

2. Mifepristone bill – Introduced by Senator Josh Hawley (R-Missouri) last week that would withdraw the FDA’s approval of mifepristone as an abortion drug.  If this would pass, it would bring all states into alignment and on the same page regarding these abortion drugs.  It is picking up Republican support in the Senate.  This needs covered in prayer!

3. Department of Homeland Security – has been shut down for 40 days.  100,000 DHS employees, including 50,000 TSA officers, have been working without paychecks for the 3rd time in 6 months.  Pray for swift end to this partial shutdown.

4. New AI Legislation – Trump Administration – Pray for God’s wisdom for those developing policy, to protect children from the dangers of AI, as well as all Americans.  Our country needs God’s great wisdom, discernment and clarity on this.  Pray into children being protected, free speech being protected, enabling innovation, and especially educating Americans on all the pros and cons AI brings.  See video below – Melania Trump speaking on AI.

5. Military – protection over our military and prayers for those families who have lost loved ones.

6. President Trump and cabinet

7. Iran, US, Israel – a rapid end to the war with nothing compromised.
